North of 116th Street: Weather permitting, draining the creek will continue. The bridge is expected to be placed and completed soon thereafter. For more information on this project contact the Carmel Clay Parks & Recreation department. SMOKY ROW On or after March 20, expect Smoky Row to close at the west end of the project limits for the construction of a roundabout. At that time, we will finish work on the road, the multi-use path and landscaping throughout the project corridor. This work is expected to be completed in June. Rendering of the Smoky Row roundabout COLLEGE AVENUE AND 106TH STREET ROUNDABOUT Beginning on or after April 3, the roundabout will close for all remaining work. This is expected to take approximately 30 days. CITY CENTER DRIVE AND VETERANS WAY – 3RD AVENUE SW Phase 1a – Beginning on or after April 10, westbound lanes of City Center Drive will be closed between Range Line Road and 3rd Avenue SW for approximately 40 days for the construction of the northern half of the roundabout. Eastbound traffic will be maintained. During this time, access the shops and restaurants at Carmel City Center and Hotel Carmichael from eastbound City Center Drive. Phase 1b – Work begins on the southern half of the roundabout for approximately 20 days. During this phase of work, alternate routes be provided to access Carmel City Center. Eastbound lanes will be closed. Traffic will be shifted to the northern half of the roundabout for westbound traffic. Work is anticipated to be substantially complete before July 4. Phase 2 and 3 – Beginning on or after July 10, reconstruction of 3rd Avenue SW will include a new roundabout at Walnut Street, pedestrian connectivity and storm water management. This extensive project is expected to go on through most of 2024, concluding in the fall of that year. See below for a graphic of the detour route. Beautiful New Mosaics to be Installed on Carmel’s New High-tech Civic Square Parking GarageMarch 15, 2023Press Releases5/5 - (1 vote) CARMEL, IN – Carmel’s new Civic Square parking garage is not only one of the most high-tech parking garages in Indiana, it will also be one of the most beautiful after a local artist installs mosaic murals on the exterior walls. The garage is located on Veterans Way, just west of Range Line Road near the Old Spaghetti Factory and the murals will be visible to motorists, bicyclists and pedestrians making their way through the area. Nancy Keating The larger-than-life mosaics are scheduled to be installed next week, weather permitting. The artist, Nancy Keating, titled this new design “Cosmic Flow” to represent the “infinite flow of energy in the universe.” Rivers of bold color waves undulate through contrasting black space while luminescent white orbs appear to float in the shimmering black. The mosaic was created with a combination of mirror, glass tiles and opaque art sheet glass. The mosaic is the latest addition of public art that permeates Civic Square, City Center, Midtown and the Arts & Design District – the primary entertainment districts that make up Carmel’s vibrant central corridor. “Public art, like this new mosaic, is so important to a city’s quality of life, not simply because it is nice to look at, but because it provides an opportunity for our residents and visitors to experience unique and inspiring art on a daily basis,” said Mayor Jim Brainard. A professional artist, Keating works in her Carmel art studio and has created countless mosaic works of art, private commissions, public works of art, community mosaics and architectural residential installations. Her artwork can be found all around Carmel and at juried art exhibitions, shows, galleries and on her website. Some of you may have worked with Keating on one of our Chip-in-Mosaics, set up annually as part of our Meet Me on Main gallery walk activities. These Chip-in-Mosaics are currently displayed in the Sophia Square breezeways. Complimenting the beautiful exterior of this new parking garage is its high-tech features. The Civic Square Garage adds 303 more parking spaces and a covered public bike storage and service area to Carmel’s walkable central core. It is the most technologically-advanced garage the Carmel Redevelopment Commission has ever built. When the Bike Share program was established in 2015, the City offered 22 bikes and two stations. Now there are 50 bikes distributed among seven Bike Share stations throughout the City. Carmel Bike Share is a great way to provide options for those who like to experience all that Carmel has to offer on two wheels, instead of four. Not only is renting a bike more convenient when it comes to getting around and parking, it is also a more sustainable way to experience Carmel on more than 220 miles of paths and trails. Cities across the globe were once designed for people who walk and ride a bicycle. Many America cities abandoned this practice and instead focused on automobiles. In Carmel, we have created a more walkable, bikeable central core and expanded trails and paths. These steps, along with programs such as Carmel Bike Share, have allowed us to better accommodate transportation options that many visitors and residents desire. To access Carmel Bike Share, download the Movatic app from the App Store and Google Play Store. After downloading the app and entering your membership information, bikes can be checked out by scanning the QR code found on the inside of the basket or behind and below the seat. Users of Bike Share will pay just $1.50 per half-hour, with a cap of $24 for up to a 24-hour period. Another option is to pay a $30 annual fee that includes unlimited rides under one hour. Under that plan, additional half-hours are $1.50 up to $24 for up to a 24-hour period. Due to the increasing popularity and demand for these bikes, the City expects the program to continue to grow with private business partners adding new stations at their locations. This year’s ornament is shaped like a stocking and is adorned with images from some of Carmel’s most iconic roundabout sculptures as we celebrate 25 years of roundabouts in Carmel. This is the sixth official city ornament since the annual tradition began in 2017, the same year we launched the first Christkindlmarkt. Previous designs paid tribute to other well-known features such as the Palladium, City Hall, the Arts & Design District and the Christkindlmarkt. This year’s ornament will be on sale beginning Saturday, November 19 at the Christkindlmarkt souvenir hut and the All Things Carmel hut. In addition, the ornament will also be available at the All Things Carmel store on Main Street. The cost is $20 and proceeds are used for community events and festivals. Below are the specific roundabouts featured on this year’s ornament. Cyclo – Brad Howe Cyclo was commission for the roundabout at Range Line Road and East Smoky Row to create an uplifting, playful artwork that brightens the mood of residents and motorists who pass by. Inspired by still photography of modern ballet dancers, Cyclo captures the visible physical energy of dancers, an energy that the artist feels can also be found in nature. Homage to Hoagy – Arlon Bayliss Homage to Hoagy, a unique, high-profile sculpture designed by Arlon Bayliss, celebrates Indiana native, Hoagy Carmichael. Installed within the roundabout next to the Palladium, the 38-foot-tall sculpture was commissioned in 2018 and installed in 2020 and features abstract stars, moons and musical notes that burst joyfully from at tilted gramophone. Complimenting the sculpture are two interactive kiosks with gramophone horns and crank handles that activate digital recordings of Carmichael’s works. Reckon – Brad Howe Made of 100 percent brightly colored stainless steel, the concept for Reckon centers around the term itself; to reckon is to arrive at a deduction of conclusion, with a quality of intuitive thinking and approximate guessing. Reckon resides within the roundabout at Range Line Road and Elm Street which also marks the southern entrance to Carmel’s Arts & Design District. Grace, Love and Joy – Arlon Bayliss This 42-foot-high illuminated steel sculpture features three pink roses with gold and silver stems wrapped in ribbon and is in the roundabout at Old Meridian Street and Pennsylvania Street. Artist Arlon Bayliss says that his “hope is that this sculpture not only beautifies the neighborhood but also lifts the hearts of folks who visit, live and work nearby with its everlasting message of grace, love and joy.” Beacon Bloom – Arlon Bayliss At Carmel’s southern border of 96th Street and Westfield Boulevard stands Beacon Bloom. Viewers approaching and passing the roundabout see three, steel flower-like structures with curvy stems. At night the structure displays a delicate, multi-colored play of lights. Says Bayliss, “the sculpture serves as a beacon, signaling the presence of the roundabout not with a warning, but with a welcoming expression of hope and growth.” Wire Deer Family – William Arnold Hoosier artist William Arnold’s passion for sculpting wildlife and desire to create pieces that add beauty to their surroundings, are apparent in his wire deer family in the roundabout at 96th Street and Ditch Road. His hope was to give viewers a brief respite from their drive and create a lasting landmark. Arnold’s work can be found elsewhere in Indiana; his American Bison, a life-sized wire sculpture of a male bison, is located at the west entrance to the Indianapolis Zoo.... Carmel Ranks No. 1 Bicycle-friendly City in IndianaAugust 1, 2022Press Releases5/5 - (1 vote) CARMEL, IN – The City of Carmel has once again been rated the No. 1 city in Indiana for bicycle friendliness by People for Bikes, which ranks cities across the globe based on the quality of their bicycle network (trails, paths, bike lanes) along with survey responses from residents on how they feel about biking in their city. Carmel scored a 55 rating (on a 100-point scale), which tops all Indiana cities. Fishers and Bloomington tied for second with a 28 rating. Carmel’s ranking puts them in the No. 11 spot among all Midwestern cities. You can see complete city ratings here. Carmel currently has more than 220 miles of trails and side paths and is adding an average of 10 miles every year. The City also continues to add bicycle parking (currently we have about 4,000 dedicated spaces), bike pump and repair stations as well as a Bike Share system. “We are pleased to be recognized as one of the best places to bike in the Midwest and we will continue to improve as we add more paths and trails to our network,” said Mayor Jim Brainard. “Building a better bicycling culture is important for bike safety and providing transportation choices for people. It is also an important part of our strategy to improve our quality of life in order to attract jobs and a professional work force companies need to thrive.” The People for Bikes rating system weighs heavily (80 percent of final score) on each city’s bicycling network and where that network leads. For example, high marks are given if trails and paths connect riders to their homes, jobs, schools, shopping districts and parks. Construction News 7/29/22July 29, 2022Press Releases5/5 - (1 vote) City of Carmel We have a lot of construction and traffic information this week; please take time to read about the projects occurring throughout the city that impact your local travel routes. MONON GREENWAY AT CARTER GREEN – A reminder that the Monon Greenway in the City Center area is still closed for construction. This section was temporarily opened during CarmelFest for event traffic. However, due to ongoing construction and improvements underway, we need to keep pedestrians and cyclists out of the area for safety purposes. 1st AVENUE NW TRANSMISSION LINES – This project is substantially complete; remaining items include replacing some sidewalks and adjusting manholes. The next phase will include removing the aerial lines and poles; this will take place with little to no road closures needed. MAIN STREET ROUNDABOUTS (IN FRONT OF CARMEL HIGH SCHOOL) – Paving is scheduled to begin next week with the intersection functionally open by August 9. Work outside the roadway will continue for several weeks. The north half of Lexington will continue to be open with two-way traffic while crews move from Richland Avenue to complete the south half of Lexington. More information about this project is forthcoming. KEYSTONE BRIDGE OVERLAYS – There will be full closures of the following bridges over Keystone Parkway. All closures are planned to begin Friday night, work through Sunday and open late Sunday or early Monday morning. Main Street – Scheduled for weekend of September 10116th Street – Scheduled for weekend of September 17 There will be some concrete pavement patches on the southbound ramp from 116th Street to Keystone Parkway from September 19 – 25 but no closure anticipated, just down to a single lane. KEYSTONE PARKWAY – Crews are in the process of sealing cracks on Keystone resulting in some lane restrictions for the remainder of July (weather dependent). NEWS FROM THE INDIANA DEPARTMENT OF TRANSPORTATION 146TH STREET WEEKEND PAVING OVER US 31 – Closure of the 146th Street bridge over US 31 for maintenance is set for Friday, July 29 at 9 p.m. through Monday, August 1 at 6 a.m. Expect lane restrictions on US 31 at the 146th Street/US 31 overpass bridge. I-465 REPAVING RAMP AND LANE CLOSURES – Beginning July 29 through July 31, the Allisonville Road on-ramp to eastbound I-465 will be closed. The eastbound I-465 exit ramp to Binford Boulevard is also expected to be closed. One lane of I-465 eastbound will be closed between Keystone Avenue and I-59/Binford Boulevard as well. The Carmel project received Honorable Mention. After being named a finalist earlier this year, ULI judges visited Carmel to see the development in person and to meet with Carmel Redevelopment officials. The judges noted: “Monon Boulevard and Midtown Plaza is a bold example of strategic investment in visionary public space as a catalyst for economic development, public engagement, civic pride, celebrations, artistic expression and personal and environmental wellbeing.” Under the vision and guidance of Mayor Jim Brainard, the Carmel Redevelopment Commission began working on plans for Midtown in 2011, transforming a former struggling industrial area into one of the City of Carmel’s biggest attractions. Construction of the project, led by City Engineer Jeremy Kashman, included widening the Monon Greenway from 12 feet to 140 feet, adding new dedicated lanes for cycling, buffer zones, sidewalks, green spaces, one-way streets with additional parking on either side of the trail and the new Midtown Plaza urban park. The City’s investment in public infrastructure and redevelopment efforts have led to more than $850 million of new private investment around Midtown. “We are honored to achieve this prestigious national honor,” said Mayor Brainard. “The expanded Monon Boulevard is now a major epicenter of activity in Midtown, which connects the Arts & Design District and our new downtown at City Center. Letters were sent last year to residents and businesses impacted by the changes, which will become official February 1, 2022. Below are the changes: Below is some history about our notable ancestors: Bill Stubbs STUBBS WAY – Bill Stubbs was a track star at Carmel High School from 1947-1950. Sportswriters tried out several nicknames for him – the Carmel Meteor, Blazing Bill, Bullet Bill, and Carmel’s One-Man Track Team, but the one that stuck was the Carmel Comet. Stubbs was a star, and crowds showed up wherever he ran, hoping to see him break a record. By the time he graduated, he held school and Hamilton County records in the 100- and 220-yard dashes as well as the long jump. He also held the Sectional record for the 220-yard dash and the Regional record for both dashes. He posted the state’s best time in both of the dashes his sophomore, junior and senior year and earned national recognition for running the second fastest 100-yard dash in the country in 1949. Stubbs did all of this on sheer talent alone. He ran for three coaches in four years, none of whom had a background in the sport, and trained on grass because Carmel did not have a track. DOANE WAY – Minnie Doane joined the Women’s Army Auxiliary Corps in 1942. She served in General MacArthur’s headquarters in Australia, New Guinea, and the Philippines. Her three years overseas was the only time in her life she lived outside of Carmel. Minnie came home and worked for the phone company for 43 years. She was elected to Carmel’s first city council in 1976. Over the years, Minnie was recognized by many organizations for her volunteer work and service to the community. Mayor Reiman presented her with a key to the city, and she was named a Sagamore of the Wabash to name a couple of her accolades. SMALL STREET – The Smalls were a pioneer family of Carmel. In 1871, Eli Small purchased a storehouse on the northeast corner of Main Street and Range Line Road from Stewart Warren. Soon after, Small’s son Levi gave up his medical practice and managed the store for his father. Small’s drugstore carried a full line of general merchandise and many grocery items as well. He later opened a photography studio on the second floor that produced tin types. Levi became a well-respected town elder and was active in town politics. He served on the town board in the 1880s and built a town hall on a lot east of his store in 1887. In 1889, he published and edited Carmel’s first newspaper, The Carmel Signal. He served as justice of the peace of Delaware Township in the late 1890s and as town clerk from 1901–1906. The L. J. Small Drugstore was a fixture in town until Levi’s death in 1926. SUPPLY STREET – The Carmel Supply Company was a leading supplier of coal, cement, tile, harnesses and other products in Carmel from the 1920s through the 1940s. Vic Almond operated the store for many years, as did Oscar Applegate. PHELPS WAY – John Phelps purchased the southwest corner of Main Street and Range Line Road in 1835. He was one of the founders of the town of Bethlehem and contributed two lots to the original plat in 1837. Phelps’ cabin was the first house built in the town. BURGET WAY – Barbara Burget was a young girl when her family moved from Virginia to a fortified wilderness settlement in Kentucky, called Ruddle’s Station, in the early years of the Revolutionary War. In 1780, an army of 150 British and Canadian soldiers and nearly 1,000 Native American warriors surrounded the fort and took everyone inside captive. Burget was adopted by a Lenape woman and lived with the tribe the rest of her life. Her daughter married George Ketchum, a member of a prominent Lenape family. Burget moved with the Ketchums from Ohio to what is now Carmel in about 1810. After Burget’s husband died in 1811 or 1812, she established a trading post on the west bank of White River, north of 96th Street, near a river ford between two Lenape villages. She became quite wealthy in the fur trade. In 1832, she sold her land and traveled west to join the tribe in Kansas. KETCHUM DRIVE – George Ketchum was a member of the Lenape tribe. His family settled along Cool Creek about 1810. During the War of 1812, the United States Government relocated the tribe to Piqua, Ohio. Ketchum and several other Lenape were selected to be scouts for William Henry Harrison’s frontier army during the war. Ketchum fought in the Battle of the Thames in which Harrison’s army defeated the British and gained control of the Northwest Territory. After the war, Ketchum cleared land and built a cabin near the intersection of Smoky Row Road and Range Line Road. In 1832, he sold his land and traveled west to join the tribe in Kansas. Ketchum died in Oklahoma at the age of one hundred. RICHLAND AVENUE – In 1830, Quakers living on the north side of Delaware Township and the south side of Washington Township, established a church at the intersection of Smoky Row and Range Line Road. That year, they organized the first school of record in Clay Township. In 1833, they named their church Richland Meeting. The name was suggested by Benjamin Mendenhall, the first Quaker to settle in present-day Carmel. The Richland Friends built a new brick school in 1868 and leased it to the township, which conducted a public high school in the building. This was the origin of Carmel High School.... The four automobile themed sculptures will beautify the new roundabouts on 96th Street at Priority Way, Delegates Row, Gray Road and Hazel Dell Parkway. The four sculptures will feature artistic interpretations of the classic cars Marmon, Auburn-Cord-Duesenberg, Stutz and Studebaker – each of which were designed and built in Indiana during the first half of the 20th Century when America first began to fall in love with automobiles. “Great public art is an important part of our mission in Carmel to create a City that stands apart for its beauty and quality of life,” said Mayor Jim Brainard. “As this corridor is home to so many automobile dealerships, we felt it would be appropriate to celebrate the beauty and genius of Indiana’s classic cars and the remarkable contributions they made to the industry. “The 96th Street corridor is our boundary with Indianapolis and it is important for our tax base that this area continues to thrive. Coming shortly after our investments in creating better traffic flow along this thoroughfare, this project will solidify the 96th Street corridor as the premiere place to shop for and buy cars in the Midwest.” The cost of the sculptures will be $2.5 million and will be paid out of TIF bonds approved by the Carmel City Council. In the early 1900’s there were more than 100 automobile manufacturers in Indiana. Many of them are recognized as iconic expressions of invention and ingenuity in the history of the American automobile. “From the late 1800’s through the first half of the 20th century, an explosion in Hoosier creativity resulted in beautiful and innovative cars. Many car makers pioneered features we take for granted today like front wheel drive, rear view mirrors, and independent suspension,” said Bayliss. “While these sculptures will honor some of the most well-known Indiana Classic Cars. they will not be mere reproductions. Instead, they will be four unique artworks inspired by the beauty and creative genius of these cars.” Each of the artworks refers to a common theme, however, to echo the variety and creativity seen in Indiana’s Classic Cars, Bayliss has approached each sculpture differently in form and content. One is inspired by an elegant hood ornament, one by the flowing outline drawings of a prolific car designer, one by the world’s most famous race car and another by a celebrated logo design. Below is a look at each of the sculpture designs. MARMON at 96th Street and Priority Way Arguably, the world’s most famous race car, the Model 32-based, six-cylinder “Marmon Wasp” won the first Indy 500 in 1911. The car’s engineer and driver, Ray Harroun of Anderson, Indiana, pioneered an aerodynamic tail and the first known use of a rearview mirror, an invention that eliminated the need for a mechanic to ride along and warn the driver of approaching cars. The original car survives and is a priceless gem in the Indianapolis Motor Speedway Museum collection. A photograph taken at the time of the race famously distorted the car so that its form slants forward, emphasizing speed. Affectionately known by the museum staff as the “wonky wheel wasp photo,” it most likely inspired artwork for the latter of two U.S. postage stamps that celebrate this unique, historic vehicle. The abstracted sculpture of the vehicle slants dynamically forward. To further emphasize speed, the open-framed artwork is lifted, sitting only on its rear wheels, so that the front wheels rise off the sculpture pedestal. The rectangular base is finished in Indiana limestone and brick, a nod to the famous Brickyard racetrack. Limestone inset panels on each long side frame custom signage. The base’s sloping sides raise the sculpture more than five feet above grade, protecting the artwork and enabling it to be viewed clearly. The sculpture and base together will measure around 25 feet long and more than 12 feet high. Like the Marmon Wasp, the sculpture will be painted yellow and black, its powder-coated framework will be illuminated at night. AUBURN, CORD, DUESENBERG at 96th Street and Delegates Way The contributions these three car companies made to car design is impossible to overstate. Managed together in their most fruitful years under the creative leadership of E.L.Cord, Auburn and Duesenberg produced their best cars. Cord encouraged the two makers to improve further on their strengths and in 1929 started a third, highly innovative car company, “Cord.” AUBURN – The art deco influenced 851 Boattail Speedster was the first stock American car guaranteed to exceed 100 miles per hour in stock form. Its performance was astonishing, but the car is remembered today for its styling; clearly, one of the most beautiful and unforgettable designs of the 1930s. CORD – Basking in American prosperity of the late 1920s, entrepreneur, E. L. Cord launched an exciting and innovative high-performance luxury car bearing his name. The Cord 810 caused a sensation at the New York Auto Show in November 1935. Among other advances, Cord pioneered front wheel drive, concealed headlights and the steering mounted horn. DUESENBERG – Quite possibly the most valuable American production cars in history, these powerful prestigious cars, were owned by the rich and famous, like Hollywood stars Gary Cooper and Clark Gable. The Duesenberg SSJ was the fastest pre-World War II production road car by a considerable margin and would outrun an Aston Martin DB5 or Mercedes Gullwing produced two decades later. One previously owned by Cooper recently sold for $22 million at public auction. For the sculpture, Bayliss discovered that one designer, Gordon Beuhrig, was responsible for developing the most well-known cars for all three companies. Such were his ground-breaking ideas, innovations and beautiful designs that he later became known as “the dean of classic automobile design.” His Duesenberg Model J, Cord 810 and Auburn Boattail Speedster revolutionized automotive design; the Cord was selected by The Museum of Modern Art as one of the most influential car designs of all time. Inspired by Beuhrig’s drawings, the sculpture features silhouettes of famous Auburn, Cord and Duesenbergs. Arranged on three curved stems and tapering like feathers they ascend towards a star-shaped “star-of achievement.” From the “boat tail” inspired star, mounted on slim stems, burst gears, pistons and wheels, symbols of the companies’ engineering innovations. At night, the 32-foot-high sculpture is illuminated by LED spotlights. Its crown and symbols feature multi-colored sparkling dichroic lighting, similar to the artist’s first commission for Carmel, “Beacon Bloom.” STUTZ at 96th Street and Gray Road One of the great Jazz Age American sports cars, the Stutz Bearcat, was a prized champion of early automobile racing. Stutz invented the transaxle and developed an “underslung chassis,” an invention still in use today that greatly enhances the safety and stability of motor vehicles. To emphasize its safety focus and resonate with an interest in Egyptology that swept the country in the early 1920s, Stutz chose the Egyptian sun god, Ra, for its radiator mascot or hood ornament. Ra, who symbolized strength and security, was created by Aurelius Marcus Bennetti and Dee Carlton Brown. They designed a highly stylized Egyptian god; a beautiful example of Art Deco. Ra graced the radiators of Stutz models from 1925 to 1935. Inspired by the Stutz “Ra” Art Deco hood ornament, this sculpture enlarges the head to around 16 feet high. It will be elevated on a five-foot-high Indiana limestone base. Using dozens of sheets of steel, the head is sculpted in vertical slices with spaces between them, creating an ethereal light-permeable abstract form. At night the artwork is illuminated from within using the artists signature-colored dichroic-filtered light sources. STUDEBAKER at 96th Street and Hazel Dell Parkway Studebaker produced vehicles for more than 100 years, from horse drawn carts to electric vehicles, military vehicles to gas vehicles. The car maker contracted with world famous designer Raymond Loewy whose team produced many ground-breaking designs including the Hawk and Avanti. One of their Studebaker logo designs became a mid-century design classic known as the lazy “S.” In a dynamic composition that takes cues from Studebaker’s famous “Lazy S” car badge and logo, three tapering forms rise to the sky. The sinuous large, medium and small forms vary in height from 18 to 36 feet high. As drivers navigate the roundabout, the elegant, diamond-sectioned trio seem to undulate, dancing with one another, as light kisses their metallic painted sides.... The bonds will be backed solely by Republic Airways and the City of Carmel, and its taxpayers will have no liability. Airline employees in training will be able to live on site during the course of their training. Brainard added that the training center will have a positive impact on local restaurants and retail businesses. The 105,000 square-foot training facility will be three stories tall and visible to travelers on nearby U.S. 31, providing passersby with a unique view of pilot-training simulators through large bay windows that will face the highway. Within the development, an “eagles nest” viewing deck will allow visitors, school students and other aviation partners a unique view of the excitement of aviation. Construction will begin with the training facility, which will include 20 classrooms, 94 workstations, two cabin trainers and eight flight simulators. After the corporate headquarters is constructed, four more classrooms will be added along with two more flight simulators. The hotel adjacent to the training center will be expanded to 274 rooms and used exclusively as accommodations for trainees, visiting instructors, business partners and colleagues traveling to the aviation campus. A key part of the development will be the City of Carmel’s role in financing the construction of a new parking garage to serve both employees and visitors. The garage will not only be convenient it will also allow for more land to be developed in revenue-producing projects, as opposed to open, sprawling parking lots. These buildings will be operational 365 days a year. Training and recertification classes are scheduled consistently throughout the year. In 2020, the City launched fireworks at three locations on the same night and received positive feedback, prompting the decision to offer multiple locations again this year. “Not only will this give fans of fireworks more opportunities to enjoy that tradition, we believe it will promote less congestion during the traditional downtown show,” said City Councilman Jeff Worrell, who oversees the fireworks. This Midtown portion of Range Line Road will provide a continued boulevard treatment featuring elements found further south, such as pedestrian-friendly crosswalks, bike-lanes and landscaped medians. It will also have a new roundabout at Walnut Street (6th Street SE), which will eventually continue west, creating an east-west connection from Range Line to Monon Boulevard and eventually 3rd Avenue SW. Roadwork on Range Line Road should begin soon, weather permitting, and is expected to be substantially complete in time for the CarmelFest parade on July 4. This work will result in partial closures of Range Line Road, while maintaining northbound and southbound traffic until the full closure, anticipated to begin after April 5. The project will include restoring the gateway arch that marks the southern entrance to the Carmel Arts & Design District. That arch was removed a few years ago to make way for the Elm Street roundabout. Here are some construction details that motorists should be aware of: A one-day, full closure of Range Line Road will occur on or after February 23, north of Elm Street for the concrete pouring of columns for the archway.A short closure of Range Line Road to last a few days in March to hoist the actual arch into place, exact dates to be determined.Full closure of Range Line Road will begin on or after April 5 and last about 60 days so that construction crews can build the new roundabout at Walnut Street.All businesses and restaurants will remain open during the construction and special signage will be used to direct customers to those locations. Carmel and Township Plan New Expansion of Sister Cities Cultural GardensJanuary 30, 2021Press Releases5/5 - (1 vote) Press Release 1.27.01 City of Carmel Press Release: Nancy Heck CARMEL, IN – Construction will begin soon on a new four-acre urban park that will add new water features and walking trails in an area south of City Hall extending to Carmel Drive. The Sister Cities Cultural Gardens project will also help alleviate a wide area of storm water management to address historic flooding issues. In a partnership with Clay Township, the new park located in the heart of the City will also be an expansion of the existing Japanese Gardens located on the southern edge of the City Hall parking lot. In addition to providing new parkland and green space within the City’s urban core, the park will be a living Storm Water Management system and Regional Detention Basin serving an active watershed area of about 208 acres. This is very important as the watershed includes residential and commercial land uses that were developed many years prior to the City’s current stormwater management regulations. Detaining water in this area, along with drainage improvements along the Monon Greenway will provide benefits for the watershed downstream in the southeast corner of the City. “One of the things we hear often from our residents is that they want more parks and places for recreation, especially in our rapidly growing central corridor. This new park will provide a beautiful new open green space with water amenities, walking trails and other features,” said Mayor Jim Brainard. “Urban parks like this and our Midtown Plaza are key factors in creating a quality of life that helps us attract corporate employers and new residents looking to fill their high-paying jobs.” The $17 million project was partially funded through the Clay Township Impact Program, which paid for $3 million in construction costs. Other sources of funding include the 2016 Storm Water Bond. The project cost includes the acquisition of properties along Carmel Drive as well as improvements to the ditch along the Monon Greenway from Carmel Drive to Gradle Drive in order to improve drainage flow into the Garden. ADDITIONAL IMPROVEMENTS TO MONON GREENWAY, CARTER GREEN The Monon Greenway improvements will nearly double the width of the trail between Gradle Drive and City Center Drive. The overall experience will also be enhanced as new landscaping, lighting and pedestrian activation areas will be added. On Carter Green the existing amphitheater will be replaced with an at-grade stage platform that will be able to incorporate 360-degree performances during outdoor concerts, the Carmel Farmers Market, Christkindlmarkt and Festival of Ice. New shaded seating areas and more pedestrian friendly outdoor spaces are planned for areas adjacent to the Palladium and Hotel Carmichael. Additional seating areas and landscaping will be placed along the Mezz Building and James Building while the area where the historic phone booth Little Free Library will be transformed into a new play area. The Monon Greenway from the Mezz south to Gradle Drive will see changes as well. The existing drainage swale will be enclosed to allow for an added new attraction along the Greenway, a new Fire Fighter Memorial. This will provide new public space, providing a memorial to those faithful public servants that have represented the City so well through the years. Between Gradle Drive and Carmel Drive the Greenway will see the existing woodlands and tree canopy remain in place as lookouts are installed. Some minor tree clearing will take place to remove invasive species in those in poor health in order to begin establishing new plantings that will ensure the long-term success of the tree canopy. Dredging of the existing drainage swale will take place to enhance storm water drainage capacity and to eliminate the existing problems within the swale, including additional pooling water, trash collection and overall poor water quality in the summer months. A new bridge structure will be installed between Gradle Drive and the existing red bridge that will allow for easier access to City Hall and the Gazebo area. A new gateway structure will be installed creating a prominent landmark feature that will flow into the newly expanded gardens. The City anticipates most of the construction to begin this spring with substantial completion by the end of this year. There may be some additional landscaping that will continue into the spring of 2022.... To ensure the health and safety of residents, the City of Carmel is issuing the following guidance. While the City of Carmel does not control how its residents celebrate Halloween or the trick-or-treat tradition that goes along with it, we would like to recommend that parents, children and homeowners take extra precautions this year, due to the COVID-19 pandemic. It is recommended that all trick-or-treaters and their chaperones wear a mask if they are not able to maintain safe physical distancing. Please have your mask on when you approach a door. And only approach houses where the porch lights are on, indicating a home that is handing out treats. Homeowners, if you are sick or are hesitant to have visitors at your home, please keep your porch light off and avoid answering the door during trick or treat hours. If you are welcoming trick or treaters and planning to hand out candy, we recommend you wear your own facemask when you answer your door. Trick-or-treaters should only consume pre-packaged candy and other treats. Homemade treats should not be handed out or consumed. Additionally, here are some safety tips from the Carmel Police Department: Adults should always accompany their children and carry a flashlight at night, staying within their own neighborhood and known homes. Watch for traffic before crossing any street. Avoid costumes that are long, which could cause tripping or costumes that have hard plastic or wood props like swords that could be a hazard. It is also important to inspect candy before allowing children to have it; dispose of any candy that is unwrapped. The decision was made by mutual consent of the Christkindlmarkt Board of Directors and the City of Carmel, which owns and operates the seasonal outdoor ice skating rink – two winter traditions which drew more than 300,000 people over a four-month winter season in 2019-20. Both events had been scheduled to begin in mid-November with the German-themed Christmas market ending on Christmas Eve and the ice-skating season continuing through March. While the ice rink will not be installed this year, other winter activities and the possibility of seasonal events in early 2021 are still being discussed. “It might seem strange to be making this announcement in July, but due to the great deal of advance work needed to install the ice rink and to work with Christkindlmarkt vendors and suppliers, we needed to act sooner, rather than later,” said Dan McFeely, president of the Christkindlmarkt Board of Directors. “By canceling now, both the holiday market and the City of Carmel will save thousands of dollars by not having to prepare for events that were likely to be canceled or faced with restrictions on crowd size.” The cancelations do not mean the celebration of the holiday season has been canceled in Carmel. There are still many smaller and less congested events that will take place. The two-night event was intended as a celebration for Central Indiana high school seniors whose school proms were canceled this spring because of official stay-at-home orders. Tickets were scheduled to go on sale July 6 as statewide restrictions eased, but concerns arose that the continued need for physical distancing, facial coverings and other safety measures would make the event unworkable, said Jeffrey C. McDermott, President/CEO of the Center for the Performing Arts and the Great American Songbook Foundation. “Our staff has been very enthusiastic in planning this event, and we deeply regret any disappointment for the young people who had looked forward to attending,” McDermott said. “Although Indiana is faring better than many states, we still concluded that canceling was the only responsible decision for the safety of our potential guests, our staff and the community as a whole. Families cooked out on a backyard barbeque played yard games and had picnics culminating with kids running around joyfully with sparklers. It was a very relaxed event celebrating the freedom of our nation. Due to the COVID-19 pandemic and the slow re-entry of our daily lives together, many community-wide 4th of July celebrations are being canceled. Another American past time that many are missing this season is baseball. In that spirit, CarmelFest is bringing you a triple play – fireworks displays on the east, central and west sides of town so that families can truly enjoy CarmelFest in Your Own Backyard! Carmel Cares aims to provide the community with important resources, as well as creative ways for residents to safely engage and support each other. In collaboration with local community partners including Carmel Clay Schools, the Carmel Fire Department, the Carmel Police Department, Carmel Clay Public Library, Carmel Clay Parks & Recreation, The Center for The Performing Arts and it’s resident companies, Good Day Carmel and The Great American Songbook, the City developed five themed weeks in an effort to spark kindness, positivity and unity among residents of all ages. Each week will feature interactive and engaging activities such as Carmel Clay Parks & Recreation fitness workouts, Facebook Live bedtime stories read by local celebrities, friendly games and competitions, scavenger hunts, activities that support mental health and more. The City of Carmel will kick off Carmel Cares with a virtual firework display from the 2019 Carmelfest on the Carmel Cares Facebook page on Friday, April 3 at 7 p.m. Then, in the week to follow residents are invited to “Color the City with Kindness.” Activities suggested during this week include: Write positive messages on your driveways and sidewalks with chalk, decorate homes with brightly colored lights and banners, paint kindness rocks, and participate in a city-wide color spirit week. The community is encouraged to showcase their photos and videos on the Carmel Cares Facebook Page, Instagram and on Twitter using the hashtag, #CarmelCares. “It’s important to stay connected to each other as we practice physical distancing,” said Mayor Jim Brainard. “Carmel Cares is an initiative organized by the City of Carmel and our community partners to engage our citizens in virtual activities and share the good we are doing for others. HAMILTON COUNTY CONFIRMS FIRST FATAL CASES OF COVID-19April 1, 2020Home / Press Releases5/5 - (1 vote) April 2020 The Hamilton County Health Department, in consultation with the Centers for Disease Control and Prevention (CDC) and Indiana State Department of Health (ISDH), has confirmed the first four fatal cases of COVID-19 of county residents. The health department will not be providing any further information on these cases out of respect for the family’s privacy. The Hamilton County Health Department will continue to work with CDC, ISDH, the Hamilton County Coroner, and county partners to safeguard the residents of Hamilton County. These efforts include conducting risk assessments with partners, educating the public, and providing recommendations on mitigation strategies. For two decades, we have been creating a walkable, vibrant downtown for Carmel that includes entertainment and cultural opportunities along with restaurants, shops, businesses and residential options. This landmark hotel is a long-awaited component of this development, which has been promised from the beginning to area companies to help them host visitors, guests and business associates who are looking for a convenient, upscale downtown location. When we began the public-private partnership hotel project in 2017, we used industry leaders to help us estimate a budget for a luxury hotel. As the project moved forward and it became apparent that construction and labor costs were increasing across the market, the executive director of the Carmel Redevelopment Commission (CRC) and his staff continued to value engineer the project looking for cost cutting solutions that would not sacrifice the luxury brand we had promised the community. In addition, I instructed them to look for alternative funding solutions that would not depend on new taxpayer dollars, including working with our non-profit community development corporation (CDC) partners. As the mayor, I have the full authority to direct the CRC to do so. In Indiana, the state legislature specifically set up redevelopment commissions as independent legal entities in order to help municipalities redevelop underused areas of their cities and towns. Instead of being criticized, Henry Mestestky and the CRC should be applauded for finding innovative ways of funding these cost increases without any additional risk to taxpayers. Construction and labor costs are increasing across the industry. These increases are not due to any type of mismanagement or oversight, but market forces beyond our control. While the private sector can get funding up front for a project, the public sector must first submit budget estimates and preliminary design ideas without the benefit of detailed architectural and engineering plans based on those conceptual designs. It is after the public bidding process that the true costs can be evaluated. When unanticipated market fluctuations occur, we must be ready to find ways to cover those costs and continue the project through to completion. As we completed the public bidding in 2019, we were able to get a clear picture of the actual costs for the hotel and, armed with solutions for funding, were able to update the project budget to reflect the new costs. Carmel has been very successful in building many quality projects that have had a tremendously positive impact on our city’s economic development and this hotel will have the same positive impact. This is something children and adults alike do not want to miss. History of Reifendrehen – A Unique Woodworking Craft in Germany Provided by Christian Werner. In the year 1800, German toymakers in the Ore Mountains invented Reifendrehen, or “tire turning.” It was a sensation for the small town of Seiffen just south of Dresden. Unlike the traditional woodturning craft which had spread throughout the world, Reifendrehen remains unique to this town. Only craftsmen in Seiffen make this special kind of wooden toy animals. The woodworkers remained loyal to their town and invested a lot of love into their unique craft. That prominent love and pride in their work turned the Heavens over Seiffen into a protective roof over their manufacturing town and earned them a well-known name in the world of wooden toys. How the Reifentiere – or “tire animals” – come to life: The woodworker uses a large damp tire-shaped slice of spruce wood on his home-made wooden lathe. While turning the tire, he carves animal profiles into the tire without any templates or programs and strictly from his creative imagination. Once the tire has been carved, dozens of perfectly shaped animals are split off all around. The artistic ability to create these unique toys in the midst of a highly technical time led Christian Werner and his team to produce ever more beautiful, higher-quality animals. Seiffen is proud that Werner Reifentiere preserves this tradition incorporates innovation and remains the world’s only master workshop of its kind. Early instruments in the mountainous regions of the Alps were used for signaling and to announce daily activities. Since ancient times the Alphorn has sounded as a part of the daily activities of the shepherds and cowherds of these mountain people. In helping reach children with the gift of books, the Residence Inn, SpringHill Suites and Liberty Mutual have set a goal of 300 new books donated. The Child Life Program at Riley Hospital for Children at IU Health North Hospital, led by the Child Life Specialists, seeks to minimize the stress and anxiety children often experience in the hospital setting. Child Life Specialists serve all pediatric patients and work with caregivers to identify patients who could especially use their services. Child Life Specialists serve many departments within the hospital including inpatient pediatrics, pediatric intensive care unit, hematology and oncology, emergency department, and more.
